  • Internal structured peer review of Draft v1 completed. Five-document package produced: manuscript summary, theoretical-background mapping with citation verification, mixed-methods evaluation framework, full reviewer report, author self-critique.
  • Recommendation: Major Revision. Four CRITICAL, six MAJOR, ten MINOR concerns. None fatal; together they prevent the headline claim from being sustained at its current strength.
  • Companion document drafted on the dependent-variable problem, setting out five resolution paths.
